Go to Settings → Linked numbers → + New linked number

Switch to "verify by phone" instead of "verify by SMS", this is very important.

Add a new linked number: your SkipCalls number

You will receive a call from Google to your SkipCalls number with verification code. Wait for transcription after the call ends and copy it.

Paste the code in the verification code field and click "Verify"

Complete verification, then enable forwarding to this number
